I've been working out like crazy and barely loosing weight?

Back in february I started working out everyday, I mean I already had a somewhat fast metabolism but I wanted to tone up and lose a couple pounds. So I've been exercising 1-2 hours a week with lots of cardio and weights. I also changed my eating habits completely like I stopped eating out and ate everything fresh. Now as I'm looking at my results I've only gained 10 lbs from my old weight due to muscle, and I've toned up a lot but my stomach hasn't barely gotten smaller and I still have a gut. My arms are still fatty underneath my armpit area and my thighs have barely shrinked. I also drink 2-3 liters of water daily and I'm constantly active. I need help? What am I doing wrong? I'm 16, 131 lbs and 5'6. Do I have baby fat still or what?
